What I ussually set in os.environ is ORACLE_HOME because the oracle library still needs to find some additional files too. If I remember correctly, adding the $ORACLE_HOME/lib to LD_LIBRARY_PATH fixed it Since you're running 32 bit (having done this myself in a long time), check to see if there's a lib32 I have found Oracle + Python a very pleasant combination to work with... If not that would be your problem.
